PART I PURPOSE OF THIS REQUEST FOR PROPOSAL FOR SERVICES Evaluation of the Country Program 2021-2025, UNICEF Panama Background In 2021, the UNICEF Executive Board approved the Country Program Document (CPD) of Panama for the period 2021-2025 with the aim ofd0311b314139639afa8d9993705f8a28contribute to national efforts so that all children, especially the most disadvantaged and excluded, can progressively see their rights fulfilled and develop their full potential in an inclusive and protective society. UNICEF Evaluation Policy 2023 emphasizes the importanceto conduct a Country Program Evaluation (CPE), every two programming cycles, to guide the development and implementation of subsequent UNICEF country programs, in accordance with theuation and principles for its usegoes to the expected and planned national results and, c) whether the Country Program has improved or is improving the strategic positioning of UNICEF to promote the realization of children's rights in the country. The two main purposes of the UNICEF EPP2 in Panama are, on the one hand, toprovide inputs and lessons learned for the preparation of the next cooperation program (2026-2030) and, on the other hand, promote accountability for UNICEF's work in Panama. The EPP will also be an input for the planned joint development process of the Cooperation Framework forfor the United Nations Sustainable Development (UNSDCF) for the period 2026-2030. Objective(s) of the consultancy The evaluation of the cooperation program will be both summative and formative. Firstly, for the summative part, we seek to achieve a better understanding of the types of resultss and achievements, both expected and unexpected, derived from the Program as a whole and its implementation taking into consideration the strategies used for it between 2021 and 2023, and both financial and human resources (programmatic structure). The evaluation will use as a source ofreport the findings and recommendations of the program's mid-term review process carried out in the second half of 2023. In addition, evaluators must carry out an evaluability analysis during the inception phase. The evaluability analysis must analyze the questions and ccriteria, ensure that the evaluation objectives are achievable and that the questions can be answered in terms of data availability. You must also analyze whether there is sufficient data to respond to criteria not included (i.e., efficiency and impact). For the training part of the evassessment, the objective is to identify lessons learned and central areas of work for the design and implementation of the next CPD that will begin in 2026. The main objectives of this evaluation are:1. Evaluate the relevance, effectiveness, coherence and sustainability of the CPD 2021-2025, basedin an analysis of the strategies applied and the alliances established to achieve each result taking into account the changing context of the country during the evaluation period (2021-2024) and the consequent challenges and opportunities.2. Concretely evaluate implementation strategiesion of the cooperation program, related to advocacy, the promotion of multisectoral interventions, generation of alliances, innovations and digital transformation, humanitarian coordination, fundraising, among others relevant to UNICEF when operating in a high-income country such asPanama is.3. Conduct a review of the gender component throughout the UNICEF program in Panama to analyze the implementation of the Gender Action Plan in the national context, identify gaps and propose solutions to strengthen the gender component in the future. Identifylessons learned and necessary adjustments with a view to improving relevance, effectiveness, coherence and sustainability over the remaining CPD period (factors that facilitate and/or hinder progress in achieving results). These key lessons will also serve to informorform the design of the next CPD so that its design, relevance, strategic positioning, management and planning of resources and personnel, as well as its responsiveness to national needs, including emergency situations, is evidence-based. Learn from U investmentNICEF's implementation of subnational pilot programs that can be nationally scalable is of particular interest for the development of future strategies. In summary, we seek to know: - The relevance to respond to national priorities and guarantee the rights of children and adolescents, in thecurrent context of the country.- The effectiveness of UNICEF Panama in: o influencing public policies at all levels (Provincial, Regional, District, Municipality and Community) with current intervention strategies (Model of Integrated Services at the Local Level) o maintaining human interventionsd0311b314139639afa8d9993705f8a28itarian and development policies simultaneously or mainstream cross-cutting issues: gender, adolescents and SBC or address other groups and other vulnerabilities beyond children and adolescents on mobility - Internal and external coherence - Sustainability of interventions given existing resources (humanand financial) Deliverables: a. Evaluation Start Report: i) methodological design; ii) work plan; iii) instruments for the application of methodologies for obtaining information. This product must have approval by a recognized Ethics Committee of the project of theevaluation.b. Draft gender programmatic reviewc. Draft final evaluation report. Final evaluation report, executive summary, presentation of results and policy brief.e. Final report of the gender programmatic review and presentation of the results during a fOne-day gender training for the UNICEF Panama office.2.
