Violet responds to emergencies in Syria in most humanitarian sectors: Food Security and Livelihood, Non-food Items and Shelter, Education, Health, Protection, WASH & Shelter, and Camp Coordination and Management.
Violet integrates the protection sector in all the aforementioned sectors. With the length of the conflict and the survival of people for long periods at stake, Violet-s response has had to not only be focused on the emergency response but on the immediate implementation of long-impact health and education sector projects in all of Idlib.
Violet worked to establish and develop its organizational structure to start officially as an organization registered in Turkey in 2014. Accordingly, Violet divided the work into key sectors that mimic the divisions of international humanitarian organizations and implemented the appropriate structure for all departments and staff.
Terms of Reference
1. The size of its work
Violet is a non-for-profit organization registered in Turkey under the name of (MENEKŞE ORGANIZATION SOSYAL YARDIMLAŞMA VE DAYANIŞMA DERNEĞİ) to respond to the vulnerable people and societies who are most affected by the crises. The primary source of Violet's funds is obtained through sub-grantee agreements with its international partners.
Under its agreements, Violet implemented about 16.5 million (in cash) and about 2 million (as Gift-In-Kind) during 2020. Where we expect nearby figures for 2021 and 2022 fiscal year as well.
The team of interested Auditors must have members who are fluent in English and Arabic. (Mandatory)
The currency of the quotation must be Turkish Lira. (Mandatory)
Final scoring will be calculated according to the price scoring and technical scoring.
2. Subject of the Engagement
The subject of this engagement is the Independent Auditors Report on Financial Statements in connection with the VIOLET Organization for the period starting from the Date (01/01/2021 and ends on 31/12/2021) and (01/01/2022 and ends on 31/12/2022).
The information, both financial and non-financial, which is subject to Verification by the Auditor, is all information which makes it possible to:
provide an audit opinion on the financial statements.
Review the internal control procedures maintained and report on any deficiencies identified.
4. Reason for the Engagement
Violet (Menekşe) is required to produce an independent annual audit report for 2021 and 2022 to submit to various stakeholders: Partners, donors, and others as agreed between the two parties.
5. Engagement Type and Objective
This constitutes an engagement to perform an annual Financial Statements audit of VIOLET organization starting from the Establishment Date (01/01/2021 and ends on 31/12/2021) and (01/01/2022 and ends on 31/12/2022). This audit aims to provide an audit opinion to members of VIOLET and its donors.
The management are responsible for preparing the Financial Statements in accordance with International Financial Reporting Standards (IFRS).
The Auditor is to audit the Financial Statements in accordance with International Financial Reporting Standards (IFRS).
6. Scope of Work:
I. The Auditor shall undertake this engagement in accordance with the International Standards on Auditing (ISA).
II. Planning, procedures, documentation, and evidence: The Auditor should plan their work so that the audit can be performed in a timely manner to obtain all the information and explanations that they deem necessary to provide them with sufficient evidence to issue their report.
III. The audit of the financial statements and the management letter should be completed one month after the annual report has been delivered.
IV. to provide an opinion on whether the financial statements are fairly stated in accordance with International Accounting Standards,
V. to determine whether the statements contain material errors or other misstatements,
VI. to provide an objective, independent examination of the financial statements to ensure the best practices to avoid fraud and corruption,
VII. To ensure a full respect of Violet's financial policy,
VIII. The Auditor should report to VIOLET's members their opinion on whether the Financial Statements give a true and fair view per the International Financial Reporting Standards. In addition, they should state whether they have obtained all the information and explanations necessary for their audit and whether Violet's (Menekşe) balance sheet is in agreement with the books of account.
7. Reporting
- The auditor should provide the members of Violet (Menekşe) with an audit report on VIOLET Organization for the period starting from (01/01/2021 and ending on 31/12/2021) and (01/01/2022 and ending on 31/12/2022). This audit aims to provide an audit opinion to members of VIOLET.
- It should also be noted that the primary client/Auditor relationship is between Violet (Menekşe) and the Auditor.

Technical Offer which is the ITB-TOR document, provided by Violet Organization after filling in the info mentioned related to the bidder. the bidder-s previous works with I/NGOs.
Confirmation from the bidder that he viewed this TOR Including the booklet of technical conditions and he accepts it (This TOR must be signed and stamped form the bidder).

b. The second file contains the financial offer (It should be sent separately from the technical offer with the same email) in TRY Currency with the whole information about items pricing based on the template provided by Violet.
