This assignment aims to: enable the European Investment Bank (EIB) to carry out its full due diligence and appraise a loan operation for future investments in pre-primary infrastructure in Rwanda; to assess and critically review proposals to improve this infrastructure and recommend a prioritisation for investment by the EIB and the EU, on the basis of data analysis and field visits; to determine the market or demand-supply, technical, operational, social, environmental, financial, and economic viability of the project for the construction of pre-primary classrooms; to provide information on the appropriateness and contribution of the project to the national socio-economic development plan and sector policies and expenditure plans as well as the strategy, sectoral, regional and provincial development plans; to provide expert advice and capacity building to the Ministry of Education in its core functions of student data collection, infrastructure planning, monitoring and evaluation.
