The Association of Electricity Companies of Africa (ASEA) has received funding from the French Development Agency (AFD), and intends to use part of the amount to make payments to the as a feasibility study prior to the modernization and rehabilitation of the Khélidia Training and Development Center (CFPK) attached to STEG (Tunisia).
The CFPK modernization project was decided in the light of the major projects programmed by STEG for 2030 such as:
ð The development of self-consumption offers through the migration of the energy supply activity to a model linking more energy service and supply
ð Digital transformation through the development of the service offering through digitization and Big Data services and through the deployment of new technologies such as Smart Meters
ð Commercial innovation through the deployment of new technologies and new digital marketing services and methods
ð The introduction of various energy sources which requires the development of means of production (PV, wind power, biomass) and tools for managing the supply / demand balance
To make these projects a reality and to make a success of its technological transition and its development ambitions, STEG carried out a reflection on the identification of the challenges on human resources and training induced by this strategy.
The purpose of the Consultant's Services will be to conduct an internal and external diagnosis of needs with a view to developing the strategic orientations of the CFPK modernization project as well as a roadmap for the center by 2030.
The study should:
1. Identify the context and the needs for the Tunisian and regional electricity sector (sectoral policies, strategies, evolution of jobs, skills needs, training needs, etc.)
2. Make an overall inventory of the situation. center and its environment
3. Propose scenarios for the positioning of the CFPK (training offer, governance, economic model);
4. Prepare the scenario feasibility study selected by STEG for its funding (sizing of investments, provision of training, equipment needs / rehabilitation, internal organization, financial model / profitability, etc.)
The whole benefit is estimated at 4 months.
ASEA invites Applicants to express their interest in providing the Services described above.
This Call for Expressions of Interest is aimed at:
ü Design offices q Individual consultants
q NGOs q NGOs and study office (s) in a Group
The eligibility criteria for AFD financing are specified in Article 1.3 of the "Guidelines for the Procurement of Contracts financed by AFD in Foreign States", available online on the AFD website: http://www.afd.fr.
Applicants can only submit one application in their own name or as a Group. If an Applicant (including the member of a Grouping) submits or participates in several applications, these will be eliminated. On the other hand, the same Subcontractor can participate in several applications.
If the Candidate is constituted as a Group, the Expression of Interest must include:
- a copy of the Grouping agreement concluded by all of its members,
or
- a letter of intent to constitute a Group, signed by all its members and accompanied by a copy of the proposed Grouping agreement.
In the absence of this document, the other members will be considered as Sub-contractors.
The references and qualifications of the Subcontractors are not taken into account in the evaluation of the applications.
Interested Candidates must provide information demonstrating that they are qualified and experienced to perform these Services. As such, they will justify that they have references of recent and similar services.
The similarity of the references will be analyzed according to:
- The size of the contracts carried out;
- The nature of the Services: feasibility study, sector diagnosis
- Design of educational brochures;
- Domain and technical expertise: expertise in the energy sector, human resources management and vocational training (initial and continuing);
- Profitability analysis;
- Risk analysis.
The Client will also examine the relevance of the Expressions of Interest with regard to the following criteria:
- Experience with AFD's procedures and financing;
- Knowledge of the Tunisian context;
- Ability of the design office to mobilize different types of expertise.
ASEA will draw up a shortlist of a maximum of six (6) Candidates, preselected on the basis of the candidatures received, to whom it will send the Request for Proposals for the performance of the required Services.
