The Proposed Activity Aims to Evaluate the Mechanisms of Demand Aggregation and Pre-Purchase of Capacity to Attract Private Investments in Fiber Optic Infrastructure for Broadband Connectivity for Public Institutions Such as Central and Decentralized Administration; Universities; Technical and Professional High Schools. Hospitals and Health Centers; Etc. The Study; Which will Complete the Mapping of Broadband Connectivity Currently being Carried out by Adetic and Which will be Carried out in Close Collaboration with this Institution; Will Draw on Lessons Learned from Ongoing Experiments in Madagascar (Digital and Energy Connectivity for Inclusion in Madagascar); Rwanda (Rwanda Digital Acceleration Project); Uganda (Uganda Digital Acceleration Project) and Ghana (E-Transform Ghana) to Improve the Design of the Private Capital Mobilization (Pcm) Approach and Adapt it to a Fragile Context like that of Chad. The Feasibility Study will Make it Possible; On the One Hand; To Estimate the Investment Necessary to Offer Broadband Connectivity to Chadian Public Institutions Selected for a Given Capacity Request And; On the Other Hand; To Measure the will and Capacity (Technical; Financial and Organizational) of Telecommunications Operators and Internet Service Providers to Invest in Fiber Infrastructure as Well as Their Commitment in Terms of Expansion of the Broadband Network; Capacity Offered and Quality of Service for the Purchase of a Given Bandwidth. The Tasks Associated with this Activity are as Follows:(I) Determination of Specific Locations and Target Number of Public Institutions. The List of Public Institutions will Reflect Priority Sites Identified in Close Collaboration with Various Institutions; As Well as Other Ongoing Projects Funded by the World Bank to Maximize Synergies and Development Impacts; And will Also Include Educational Institutions Higher Education with the Aim of Connecting to a National Research and Education Network (Nren);(Ii) Assessing the Need to Deploy a Metropolitan Area Network (Man) for Government Connectivity to Support the Digitalization Efforts of Institutions in Urban Areas and Propose an Approach to Leverage Private Sector Investments;(Iii) Estimation of Expected Demand for Digital Services (Real-Time Services and Non-Real-Time Services);(Iv) Determining the Investment Required in Digital Infrastructure by the Private and Public Sectors (e.g.; Fiber Optic Cable; Equipment; Installation; Testing and Implementation of a Solution Sustainable Food; Deployment of New Mobile Sites; Deployment of a Local Network; Etc.); And;(v) Estimating the Amount of Public Funding Needed to Incentivize Private Operators to Connect Targeted Public Institutions and Provide Them with Internet Capacity for a Given Period (5 to 7 Years); In a Sustainable; Green and Resilient Manner. The Activity will Include: (I) Administrative Data Collection; (Ii) Stakeholder Consultation; (Iii) Financial Analysis; (Iv) Analysis and Display of Geographically Referenced Information; (V) the Development of Business Models and (Vi) the Organization of Workshops. Administrative Data will be Collected from the National Ict Agency (Adetic); Telecommunications Operators (Airtel; Moov Africa and Sotel) and Internet Service Providers (Isp); Supervisory Ministries and Documentary Research. It will Include Information on Existing and Planned Digital Infrastructure and Related Investments of Operators and Isps; Financial Statements of Operators and Isps; Geographic Information on Selected Public Institutions and Their Available Digital Equipment; Etc. The Collected Data will be Analyzed to Draw Maps; Estimate the Average Cost of Connecting a Public Institution; Estimate and Aggregate the Expected Bandwidth Demand; Estimate the Average Potential Revenue and Financing Gap; And Assess the Financial Capacity of Operators and Isps to Invest in Broadband Infrastructure if Given an Incentive. Stakeholders will be Consulted Bilaterally and Multilaterally; Not only to Collect Data; But Also to Explain the Mechanism of Demand Aggregation and Capacity Pre-Purchase; And to Assess Stakeholder Buy-In. Workshops will be Organized to Present the Methodology at the Start of the Activity and to Disseminate the Reports at the End. The Duration of the Mission is 4 Months; From the Date of Signing the Service Order.
