Tenders are invited for Financial; Market; And Climate Analysis regarding a Transition from Coal in Mauritius

Mauritius is highly dependent on imported fossil fuel to meet its energy demand. The Government of Mauritius (GoM) aims to reduce greenhouse gas (GHG) emissions by 40% by 2030 through a green energy transition; including increasing the share of renewable energy (RE) to 60% and phasing out coal by 2030. In this context; IFC is working with an independent power producer (IPP) to support a transition from coal-bagasse to fully biomass at a hybrid power plant in Mauritius. The aim of the assignment is to provide a high-level financial; market; and climate analysis to evaluate the potential impact of switching from coal to biomass (also considering production and transport of biomass) - and that of not doing so - and benchmarking with other possible low-carbon energy production scenarios. The consultant is expected to conduct the following activities: 1) review of biomass supply chain; 2) review of alternative (candidate) generation options; and 3) compare levelized-cost of energy (LCOE) and development scenarios.
