The procurement shall cover the contracting authority ́s need for forestry services in connection with compensation as a result of the establishment of protected areas in accordance with the Diversity of Nature Act. The contract includes: 1. Valuation and negotiations in connection with compensation resulting from the establishment of protected areas in accordance with the Diversity of Nature Act. 2. Valuation and negotiations on replacement of mates in connection with compensation resulting from the establishment of protected areas in accordance with the Diversity of Nature Act. Climate and environmental considerations The Norwegian Environment Agency deems that the procurement, in accordance with nature, falls within the exclusionary provision in the procurement regulations § 7-9 (5). The main service in accordance with the agreement consists of services by human resources at the tenderer preparing and providing consultancy services. The service is seen as providing consultancy services as a combination of administrative work as well as practical work. The administrative services are typically carried out as desk work. Based on the above mentioned, the Norwegian Environment Agency assumes that the consultant ́s climate footprint and environmental impact will be equivalent to the load from an average permanent employee.
