Please note that this is not a call for tenders but a publication announcing the Contracting authority-s intention to publish a future negotiated low or middle valueprocedure. In order to support the discussions within the Interreg IPA programmes- authorities on the update of their fraud risk assessment and the adaptation of measures in place at programme level to mitigate the new risks, and in parallel for the Commission to carry out the negotiation process with the best results for the candidate countries, it is necessary for DG REGIO (supported by the Directorate-General for Neighbourhood and Enlargement Negotiations (DG NEAR), the European Anti-Fraud Office (OLAF) and the European Delegations in the IPA III beneficiaries) to have efficient analytical support on Chapter 32 third policy area through the entire negotiating process. The overall objective of this contract is to review the current IPA assistance dedicated to supporting their preparation for EU cohesion policy and to make recommendations for improvements of the forthcoming IPA IV programmes or similar instrument, as well as an input to the debate on future EU cohesion policy programming and implementation arrangements in the EU candidate countries and potential candidates.
