Tenders are invited for GCF Readiness Project - Conducting Site-Specific Wind Resource Assessment to Gather 1-Year Bankable Wind Resource Data to Use for the Competitive Procurement Auction Selection.
GGGI for its project in Mongolia is inviting bids from competent firm for the provision of consulting services to conduct Site-Specific Wind Resource Assessment to gather 1-year bankable wind resource data to use for the competitive procurement auction selection under the GCF Readiness Project.
PROJECT BACKGROUND
Under the GCF Readiness Project, GGGI conducted the preliminary Wind Resource Assessment (WRA) to select potential wind sites for mid-to-mega scale wind farms (50-100 MW) using the data screening based on the historical time-series data received from the Mongolian National Agency of Meteorological and Environmental Monitoring (NAMEM). Among the potential six sites that GGGI experts examined, outstanding wind resource sites were identified.
There are two key objectives that GGGI aims to complete under this assignment which are (i) gather 1-year of bankable data to enable the completion of the Wind Resource Assessment (WRA), and (ii) strengthen the capacity of National Energy Center to conduct WRA.
This ToR aims to cover both objectives, and following are the proposed sites of selection for the WRA:
1. Mandalgovi, Dundgovi province
2. Arvaikheer, Uvurkhangai province
The proposed sites received an approval from the Ministry of Energy (MoE), and the selected Consulting Firm will receive the preliminary site selection study and support letter issued by the key stakeholder.
PROPOSED ACTIVITIES & SCOPE OF WORK;
1) Proposed Activities;
The Consulting Firm shall be in charge of (i) the procurement and installation of wind resource assessment equipment (metmast), (ii) ensuring the continuous and non-stop operation of the metmast, (iii) collecting and consolidating data collected by the metmast in different time intervals of, but not limited to, 10-min, 30-min, 1-hour, 1-day intervals, (iv) analysing the data using specific software highlighted in this ToR under the Suggested Methodology. The Consulting Firm shall conduct the work in compliance with International Electrotechnical Commission (IEC) standards, all relevant Mongolian laws, regulations and requirements in cooperation with the GGGI, Ministry of Energy (MOE), National Energy Center (NEC) as well as the local provinces and their relevant officials.
