1. RATIONALE AND OBJECTIVEIn accordance with the GCFF Operations Manual, an independent evaluation of the GCFF maybe commissioned every three years. The independent evaluation shall: (i) draw lessons learned; (ii) assessprogress towards the objective; and (iii) recommend any changes to design andmanagement. The first evaluation of theGCFF was completed in April 2021 and covered the period since the launch of theGCFF in 2016 through December 2020. Theseterms of reference outline the proposed approach for the second evaluation ofthe GCFF, which will build on the findings of the first evaluation. The main purpose of this evaluation is toinform the strategic direction and evolution of the Fund going forward, includinga decision on the potential extension of the GCFF beyond 2026. The evaluation will also inform GCFFstakeholders around GCFF-s performance, challenges, and lessons learned overthe past few years. The evaluation willidentify potential adjustments to the Fund to enhance its effectiveness, flexibility, relevance, sustainability, and development impact on refugees andhost communities. The intended audience for the evaluation is all GCFFstakeholders including Supporting Countries, Benefiting Countries, partnerISAs, the Trustee and Coordination Unit, and the World Bank as host of thefacility.2. SCOPE OF WORKTheevaluation will cover the GCFF-s strategic positioning, financial architectureand fund allocation process, portfolio- and project-level results, andgovernance structures and processes. Theevaluation will build on the 2021 evaluation. At the project level, the evaluationwill cover the Fund portfolio from January 2021 through December 2024. This may include GCFF-supported projectsinitiated prior to January 2021, but the main emphasis should be activities andoperations supported since January 2021 to minimize overlap with the earlierevaluation.
