Tenders are invited for Gender & Disability Assessment for Safe Returns in Mosul & Hamdaniya
WV Iraq aims to employ a gender and disability transformative Twin-Track Approach-this refers to mainstreaming inclusion alongside providing specific interventions to ensure particular individuals and groups can participate on an equal basis with others. The twin track has become a core principle of gender and disability inclusive development. In addition, being transformative, the program aims to address the root causes of inequalities or systemic barriers, fostering lasting changes so that people encountering discrimination benefits equally. On one hand, gender and disability will be mainstreamed across all interventions to ensure womenand menincluding those with disability have equal access and benefits from all project components as well as taking several proactive steps towards promoting change in gender and disability norms and relations. The gender and disability assessment will provide foundational understanding ofthe currenttrends, needs and priorities of women and men, including those with disabilities, and the gender and disability specific barriers they experience that hinder inclusion ineconomic participation. This information willincludedifferent familial roles, community privileges, associated risks and threats experienced by women, girls, and other vulnerable populations based on their gender and disability status; power imbalances and needs that arise based on inequalitiesthat exist within the family or community. This will providefoundational data to determine appropriate interventionstoaddress the gender and disability-related gaps identified and interventionsto remove these barriers. The assessment will informthe design phaseof the Safe Returns -Ninewa project and include articulation of and agreements around roles, responsibilities, time allocation, access to and control of assets, resources and opportunities, decision-making and power relations, participation and leadership, cultural beliefs and perception, and legalobligations and responsibilities. This assessment will also provide a critical opportunity to understand how gender and disability intersectwith other factors to create compound disadvantage, vulnerability and discrimination.
