Overview
CARE International plays a vital role in advancing gender equality and empowering women and girls around the world. As a global humanitarian organization, CARE recognizes that addressing gender disparities is essential for achieving sustainable development and eradicating poverty. CARE established its presence in Lebanon in 2006 and has been responding to the Syrian crisis since late 2012. Among CARE-s key imperatives is putting the people it serves first by implementing innovative programming in the areas it operates. CARE currently conducts activities in Beirut, Mount Lebanon, Akkar, North Lebanon, South Lebanon, and the Beqaa Valley. CARE implements both emergency and development projects contributing to livelihood, food security, protection, gender, shelter, and water, sanitation, and hygiene. It targets the most vulnerable people and populations, both host communities and refugees. In Lebanon, CARE-s program strategy for the upcoming years will focus on strengthening and expanding its emergency response and capacity to provide basic assistance services while pursuing development projects in areas of food security and livelihood support, gender, and protection. CARE intends to maintain its presence in all areas of Lebanon.

Overall Objective of the Project:
The project aims to strengthen the resilience of vulnerable smallholder farm families affected by the economic crisis and the COVID-19 pandemic. It focuses on enhancing and promoting more equitable livelihoods and food security for smallholder women, men, farmers, and families across rural areas in all governorates of Lebanon. Specifically, the project targets the sustainable enhancement of livelihoods and food security for 4, 600 smallholder men and women farmers. It aims to develop more sustainable small-scale and integrated homestead farming systems with stronger linkages to agricultural input and animal feed supply chains for farmers. Women farmers constitute 50% of the total targeted farmers, emphasizing gender equality and women's empowerment in agriculture. The project adopts a gender-transformative approach to address the root causes of gender inequalities, including cultural barriers and norms that affect women in the agri-food sector. It aims to enhance women's participation in decision-making, ensure equal rights and opportunities for women and men, and respond to the specific livelihood needs of women farmers. The ultimate goal is to reduce gender disparities in livelihoods, improve gender dynamics at the household level, enhance food security for women and men in agricultural households, and mobilize resources within the agrofood sector for sustainable development. In summary, the project focuses on empowering smallholder farmers, particularly women, to improve their livelihoods, enhance food security, and address gender disparities in the agricultural sector in Lebanon.
CARE focuses on mainstreaming gender and implementing the project gender strategy by conducting gender equality, GBV awareness sessions, and GALS trainings throughout the project.


Objectives
CARE International in Lebanon is seeking to hire Gender and Protection Facilitators to deliver gender awareness sessions to the program-s participants. The topics covered will include gender equity, gender-based violence, and protection.

The facilitator will deliver 13 to 20 awareness sessions to groups of men and women, supported by the Gender and Protection Officer, while safely identifying and referring cases with protection risks.

Consultant Profile
• Facilitators should be from the targeted communities or possess an accute knowledge of the targeted communities and regions.
• Facilitators should have 2 to 3 years of relevant experience in providing gender trainings, especially delivered to illiterate populations and farmers.
• Previous experience in agricultural projects is a plus.
• Experience in gender and protection principles, as well as safe identification and referral, is a must.

A) The Consultant should submit the following documents:

B) A financial proposal detailing the following:
• Itemized consultant-s fees and costs: the consultant should indicate a professional daily rate or session rate, including all costs to be invoiced to CARE.
• Provide proof of Ministry of Finance of Lebanon registration (Fiscal number).
In case the consultant cannot provide proof of MOF registration, 8.5% will be deducted from the proposed daily rate.

Please take into consideration that, under the consultancy agreement, CARE will not provide any employees perks and benefits. The proposed daily rate should be inclusive of all costs.
