Expression of Interest are invited for Gina Mata, Gina Al-Umma: A Rights-Based Approach to Digital Skills Training for Women and Girls in FCV Settings.

The Digital Development Global Practice within the World Bank, with support from the Digital Development Partnership (DDP) and the Human Rights, Inclusion and Empowerment Umbrella Trust Fund (HRIET), is launching Gina Mata, Gina Al-Umma, an Inclusive Digital Technologies and Digital Skills pilot in Northern Nigeria.

Through Gina Mata, Gina Al-Ummawhich translates from Hausa to mean Build up women, Build the communitydisadvantaged girls and unemployed women in Northern Nigeria will be empowered through digital skills and soft skills training and provided with access to internet and digital tools to break their cycle of unemployment and vulnerability to Gender-Based Violence (GBV).

The Gina Mata, Gina Al-Umma pilot will support digital skills development for disadvantaged young women and girls in four states in Northern Nigeria: Kano State; Borno State; Gombe State; and Zamfara State. The pilot will be designed and implemented in close collaboration with the private sector and local Non-Governmental Organizations (NGOs).

The pilot seeks to integrate three-pronged rights-based approach to improve teaching capacity and reduce gender biases among instructors; empower adolescent girls and engage them in technology; and provide online work opportunities for young women.

Project components are:

Component 1: Enhancing the Capacity of Instructors and Teachers to Deliver Market-Relevant Digital Skills Training. Component 1 will address the low quality of education in schools by upskilling IT teachers in select schools, universities and hubs in Kano State, Borno State, Gombe State, and Zamfara State. The objective will be to increase their digital skills teaching capacity to improve the quality of digital skills training. Leveraging existing teachers and instructors also builds local capacity for sustainability. This component also envisions teachers and instructors as duty-bearers in the Rights-Based Approach (RBA) framework. Therefore, these trainings will be supplemented with activities designed to address gender biases among instructors as well as skills development to mitigate gender-based violence. A key part of this activity is also to create a cadre of female trainers who can also serve as role modelsa key part of addressing gender gaps in technology, but also important for shifting gender norms more broadly. A target for 50% female teachers and trainers will be included. This component will support the World Banks AGILE project by developing skill sets for teachers who will be implementing digital skills training under AGILE. The lessons learned and curriculum will be scaled in the AGILE project.

Component 2: Engaging Girls in STEM with a Comprehensive Rights-Based Empowerment Model. Component 2 will equip adolescent girls in schools with digital skills to address the gap in women who enroll in STEM programs. Evidence suggests that actively engaging girls in STEM through extracurricular clubs and hands-on, interactive approaches helps to increase their confidence, interests, and aspirations in STEM. There will be a strong soft skills element under this component, which will include communication, confidence-building, mentorship, life and business skills, networking, and negotiation. This component will also support the AGILE project. The schools that will be identified to benefit from the training will be selected from the AGILE beneficiaries list to ensure continuity once the activity is completed.

Component 3: Online Work for Disadvantaged Women. Component 3 will target disadvantaged women who are not enrolled in any formal education system. They will be provided with digital skills training to improve their livelihoods and they will be connected to online work opportunities in the gig economy. This component will build on research from the Solutions for Youth Employment on young women in the digital economy. The report shows that jobs involving online work offer flexibility that can help young women to overcome mobility constraints and combat restrictive gender norms. This component will support the IDEAS project by enhancing the capacity for hubs to roll out wider programs and also develop a lessons learned report and curriculum (open source) that can be applied under other projects.
