Description: The main objective of the
regional market assessment is to gather and analyze:1)
Green Buildings market information to
characterize the current state of the building market in the region. This will
enable IFC to assess the maturity of the green building market. The assessment
will also serve as a baseline assessment to IFC-s potential investment in the
region, contribute to EDGE-s market intelligence, and add to existing public
knowledge. The assessment will collect market information for different
dimensions of the Green Building Market (Table 1) to provide a complete picture
of the green building market. The vendor is expected to present recommendations
for how the IFC could potentially address identified challenges to increase the
number and volume of green certified buildings in the Dominican Republic,
Guatemala, and Panama through EDGE and investment or advisory engagements.[1]Methodology
for this AssignmentThe data collection methodology will depend on the
availability of data, but the main data collection method is expected to be
secondary (desk-based research). This type of data collection method includes
reviewing journal articles, market reports, market data, country laws and
regulations, and gathering relevant data bases. The scope of the secondary
research should be focused and answer succinctly the specific items listed in
the market assessment framework. When possible, secondary research data should
be validated or triangulated.To a certain extent, the vendor will also need to
conduct primary research for data collection. The work may include interviews
and/or engagement with government entities (e.g., Banking Regulators), building
sector professional organizations, financial institutions, associations, and
certification agencies to gather necessary information. In this case, the vendor should develop a detailed
methodology and make sure the information is representative of the market
context. A draft proposal on
action plan will be submitted by the firm on the detailed methodology and instruments,
and work plan that will be approved by IFC prior to implementation.
