Tenders are invited for Green Climate Fund Development of National Climate Finance Curriculum - GCF Readiness Project in Jordan.
PROJECT BACKGROUND:
The Green Climate Fund (GCF) is a financing mechanism of the United Nations Framework Convention on Climate Change (UNFCCC) and is specifically established to provide (financial) support so that countries like Jordan can reach its emission reduction targets. It has raised USD 12.3 billion as per April 2023 responding to the climate challenge requires collective action from all countries, cities, businesses, and private citizens. Among these concerted efforts, advanced economies have formally agreed to jointly mobilize USD 100 billion per year by 2020, from a variety of sources, to address the pressing mitigation and adaptation needs of developing countries1.
The GCF mobilizes climate finance by working through a wide range of organizations. Organizations seen to have specialized capacities in driving climate action may apply to become GCF Direct Accredited Entities (DAE). They can be private, public, non-governmental, subnational, or national bodies. They should have clear, detailed and actionable climate change projects or programs to present to GCF progressing mitigation and adaptation. They must also meet GCF standards based on financial standards, environmental and social safeguards, and gender2.
Developed under the leadership of Jordan-s National Designated Authority (NDA), the Ministry of Environment, the GCF approved a Readiness Proposal and strategic framework for Jordan with GGGI as its delivery partner, “Support NDA's Engagement with Stakeholders, Accreditation of National Entity, and Enhancement of Concept Notes in Jordan”. This Readiness Proposal is designed to build upon and add value to the previous readiness program implemented by other delivery partners and GGGI. It aims to strengthen the institutional capacities of all the beneficiaries, particularly the NDA and National Climate Change Committee (NCCC). This Terms of Reference supports the capacity building objective and outcome: Country NDAs or focal points and the network/systems that enable them to fulfil their roles, responsibilities and policy requirements are operational and effective.
The GCF Readiness Program - Capacity Building
To enable a healthy financing environment for green projects and initiatives in Jordan, wellestablished entities, fully operational, commercially viable funding institutions / facilities which are accessible, transparent, and accredited, covering the spectrum of financing needs must exist on the national scale. In addition, Jordan-s institutions and climate change decision makers need a strong understanding of climate change concepts and financial instruments to improve access to climate finance, project identification and preparation, and climate change policy implementation. The international community recognizes the importance of education and training to address climate change. Strengthening capacity of national stakeholders such as the NCCC for NDC and NAP implementation and climate fund project approval will support the effectiveness of the committee and its ability to carry out its mandate to lead climate change policy implementation in Jordan.
Objective of the assignment:
The objective is to develop a climate finance curriculum for civil servants and national stakeholders “to understand and address the impacts of the climate crisis, empowering them with the knowledge, skills, values, and attitudes needed to act as agents of change”. It should provide basic knowledge of mitigation and adaptation concepts, climate change terminology, climate finance instruments, and climate change project identification and development. The curriculum will be delivered to the NCCC members and other climate change focal points in relevant ministries in six-weekly in-person training sessions, with pre-post testing and final certification at the end of the series. Therefore, GGGI is seeking to contract a Consultancy Firm who can provide such services, as elaborated upon in this Request for Proposals.
