I.BackgroundEarlychildhood development (ECD) is vital for human capital formation and long-termeconomic outcomes. The Government of Bangladesh (GoB) has launched the Motherand Child Benefit Program (MCBP) to enhance maternal health, nutrition, andchild development in poor households through cash transfers and social andbehavioral change communication (SBCC) sessions. The MCBP is delivering SBCC sessions on maternal healthand ECD through in-person courtyard sessions.II.Summary and Scope of AssignmentTheproposed intervention aims to test the impact of delivering ECD information to womenwho are eligible for MCBP program through digital modalities such as IVR(Interactive Voice Response) and Teleconsultation on maternal health, knowledgeretention, parenting practices, child development, and maternal outcomes. The studywill employ a randomized controlled trial (RCT) with 4, 500 expecting mothersfrom 450 villages across 75 unions in 15 sub-districts in the Mymensinghdivision. The WorldBank (WB) seeks a research firm to prepare and conduct the baseline and endlinehousehold survey data collection for 4, 500 households and to administerqualitative surveys through in-depth interviews and focus group discussions.The surveyfirm will:Compile a sampling list and create a sampling frame for selected areas.Develop the sampling design and strategy in collaboration with the WB team.Translate, pilot, and test survey questionnaires.Obtain required permissions and consents.Administer the household survey using electronic data collection instruments.Register GPS coordinates and take photos of respondents.Collect contact details for follow-up and obtain consent for future contact.Produce a survey implementation report.Deliver cleaned datasets in STATA format.
