Tenders are invited for HR Consultancy: ENN Pay Structure and Pay Progression Process.

Background: Emergency Nutrition Network was formed in 1996 to facilitate the exchange of knowledge in the humanitarian nutrition sector. In recent years it has grown from a dozen employees to approximately 30 staff, consultants and associates, operating within a hybrid of a consultancy and more classic NGO project model.
Purpose: The purpose of this engagement is to benchmark and evaluate ENN-s current pay scales and structure and to subsequently inform implementation of a robust pay structure and progression process for the organisation.
Objective: ENN to reward its staff fairly, transparently and competitively within a financially viable model, whilst maintaining employee satisfaction through its pay and reward structure.
Main Phases:
Reviewing ENN-s salary structure and ambition and propose process for benchmarking.
Oversee (with HR Manager) and implement benchmarking of ENN-s current salaries and pay scales, to include report of findings (approx. 4 days)
Proposal of robust pay structure and salary bandings (approx. 2 days)
Research and proposal of pay progression model (approx. 2 days)
Implementation of new pay structure and progression model (approx. 2 days)
Products/Deliverables:
The consultancy must deliver the following products:
A proposal of the salary benchmarking method to be used, for pre-agreement by the Management Team. This will identify where the salary benchmarking data will be obtained from, e.g. third-party databases, compensation surveys or directly sourced (e.g. by collating publicly published pay data) and the demographics of the organisations whose data will feed into this. The proposal will include any additional costs that may be incurred in order to obtain the required data.
A diagnostic report to identify and interpret ENN-s current salary positioning, and a proposal of revised salary points, based upon discussions with the Management Team of the desired percentile positioning within the market.
A proposal of a robust pay scale structure to combine both the technical and operational team onto the same model, based on findings of salary benchmarking exercise.
A proposal of different models (at least 3) to structure pay progression, suited to the ethos of the charitable sector, to include pros, cons and financial implications for ENN.
Documentation of revised pay structure and progression model for implementation and roll out to the team.
Proposed implementation plan for deployment of new pay structure and progression model to be presented to the ENN management team.
Workplace:
The consultant will work independently, either at their own office or at the ENN Office in Kidlington, with availability to come into the ENN office for initial briefing and to present findings and proposals.
Equipment:
The consultant will use their own secure laptop, complete with anti-virus software, and phone
Consultancy supervision:
The consultant will report to Kathryn North, HR Manager
Term of the consultancy:
The total work will not exceed 10 working days
The consultancy has a duration of two (2) months after the contract start date.
