Request for proposals are invited for Human Resources for Health, Community Health and Quality of Care
The purpose of establishing a TA pool of experts is to harness expertise to support the implementation of the RSSH HRH/CHW critical approaches, outlined in the RSSH information note and related C19RM Information Note, specifically (but not limited to) 4 domains: (1) quality improvement including integrated supportive supervision; (2) HRH planning; (3) pre-service education and in-service training; and (4) Sexual Reproductive Health and Rights. Gender equality considerations should be meaningfully and systematically integrated across these domains.

The Global Fund is looking for experts (consultants and entities) to help support the aforementioned domains primarily in the following Global Fund-supported countries:, Countries that are part of the 17 Global fund RSSH priority cohort countries, or countries that are receiving TA from the Community Systems and Responses (CS&R) Strategic Initiative (SI) or BIRCH (Building Integrated Readiness for Community Health) Centrally Managed Limited Investments (CMLI) (Table below). Note: there is significant overlap between these groups.
The selected candidate will need to demonstrate ability to work in at least 3 of the countries mentioned in the Table.
Payment Conditions
Unless access to the iSupplier or E-invoicing Portals has been granted, all invoices should be
sent electronically as attachments to TGFBilling@theglobalfund.org
The attachments should be sent preferably in pdf format and should contain only one invoice (with
supporting documents if needed) per attachment.
All Invoices must cite the Purchase Order Number. Such invoices shall detail services provided
as well as daily rates and unit prices. Payment will be made to the Service Provider by
reimbursement upon submission of the invoices and acceptance by the Head of Department or
her/his designee.
The final invoice will be paid upon satisfactory completion of the work, submission of all
deliverables and acceptance by the Head of Department or her/his designee.
The Service Provider shall not invoice the Global Fund and the Global Fund shall not be held
liable to pay the Service Provider for work not performed, for work not satisfactorily performed, or
for work not performed within the performance period of the contract. Any fees and/or expenses
related to work performed before or after the performance period of this contract shall be borne
by the Service Provider
The technical proposal should include:
Understanding of the scope of work and technical knowledge for at least one of the
domains described in the Terms of Reference
Technical approach and methodology not exceeding 2 pages per domain (each technical
area will be assessed separately)
A summary of past experience and capabilities of the team
Qualifications of team members and their roles in this assignment
Indication that the team has gender expertise in the domains
Indication on ability to deploy experts that speak English, French, Portuguese, Spanish,
Russian or any other local languages as necessary.
