Expertise France is the French public international cooperation agency. It designs and implements projects that aim to contribute to the balanced development of partner countries, in line with the Sustainable Development Goals (SDGs) of the 2030 Agenda and the priorities of France-s external action. Expertise France-s mission is to meet the demand of partner countries seeking to enhance the quality of their public policies in order to address the environmental, social, economic, and security challenges they are facing. The agency achieves this goal by implementing projects in the main areas of public action:

Health and human development.
Recognizing the urgent need to support stabilization and rehabilitation efforts in northern Ethiopia, Expertise France (EF), proposes a 24-month project with the overall goal to promote the resumption of essential service provision for conflict-affected communities. Based on a participatory needs assessment, as well as a review of learning and best practices across our work in Ethiopia, Syria, Iraq, and the Central African Republic, the theory of change that underlines the proposed project is that concerted efforts to promote conflict-affected communities- access to essential services can significantly improve local resiliency and recovery, specifically in recently occupied areas where communities have been forcibly displaced and access to essential services has been disrupted. Specifically, we hold that: If medical staff at Abala-s hospital are provided with equipment that enables them to relaunch the provision of care; And If the hospital is rehabilitated and upgraded to offer a safe, inclusive, and accessible environment to the most vulnerable populations; And because such rehabilitation efforts are part of a larger, multi-sectoral and coordinated post-conflict recovery response; Then conflict-affected communities- resilience will increase and foundations for reconstruction and reconciliation will be laid. Based on the above, the proposed initiative-s specific objective is to strengthen conflict-affected communities- access to health care through the rehabilitation and re-equipment of Abala-s hospital.
Aware of the high level of instability within Ethiopia-s northern regions, but also the opportunity for reconstruction and stabilization, EF will engage a wide range of stakeholders, including representatives of the Ministry of Health, Afar Regional Government, Afar Regional Health Bureau, Abala Hospital medical staff, community members and hospital users to strengthen access to, and availability of, essential services. As a result of the project, we expect Abala-s Hospital to be able to provide comprehensive health care to the most vulnerable populations and therefore Abala Hospital is rehabilitated and upgraded to provide comprehensive health care offer to the most vulnerable populations affected by violent conflicts. (ER1); and the provision that Abala-s hospital staff have the necessary equipment and capacity to relaunch the provision of essential health care (ER2).
