This initiative aims to support the country's transition to renewable energy, enhance private sector investment, and achieve significant decarbonization targets.
Objective
To evaluate and propose an open access market framework tailored to Sri Lanka's context, ensuring commercial feasibility for potential offtakers and project developers.
Scope of Work
1. Market Structure Analysis
o Review power market fundamentals, policies, and regulatory environment.
o Propose a commercial structure for open access, including tariffs and regulatory recommendations.
o Analyze potential anchor offtakers' electricity demand and profiles.
2. Project Development and Feasibility
o Identify suitable locations for renewable energy projects, focusing on solar.
o Conduct commercial analysis considering local CAPEX, OPEX, and developer return expectations.
