The World Bank is seeking a consulting firm to provideexpertise in identifying engineering and maintenance solutions for resilientand sustainable transport connectivity in rural Peru. The consultancy willfocus on enhancing rural road asset management, emphasizing sustainabilitythroughout the road network's life cycle. The key activities include gatheringinformation on current rural road management practices, such as maintenanceschemes, policies, regulations, and financing mechanisms. The firm will analyzethe effectiveness of existing maintenance strategies, identify gaps andbottlenecks, and recommend improvements to ensure long-term asset performanceand resilience to climate change. Additionally, the consultancy will estimatethe benefits of rural road maintenance using a life-cycle approach, includingdirect economic benefits, wider economic benefits, and socio-economic benefits.Technical recommendations will be provided for selected subprojects to improveresilience, sustainability, and the life cycle of rural roads.The successful firm will be expected to develop acomprehensive report with recommendations for policy, institutional, financial, engineering, and maintenance improvements. They will propose a monitoring andevaluation framework to track the effectiveness of implemented recommendationsand assess the potential for CREMA-type contracts in the rural road network ofPeru. Furthermore, the firm will provide recommendations for institutionalcapacity building to improve the maintenance and management of the roadnetwork. The firm should have a team of expert professionals with extensiveexperience in relevant road and economic fields. This consultancy is funded bythe Global Facility for Disaster Reduction and Recovery (GFDRR) and will besupervised by the World Bank's Transport Team.
