The World Bank-s Africa Region Gender Innovation Lab (GIL) is seeking a surveyfirm to collect endline data for animpact evaluation of the Nigeria National Social Safety Nets Project(NASSP). As a federal-level program with partnership with theStates, NASSP provided targeted regular cash transfers along with behaviorchanging training and top-up incentives to poor and vulnerable householdsidentified through the national social registry. The conditional cash transferHouseholds Uplifting Program (HUP) was aimed to cover one million beneficiaryhouseholds across 24 states before 2021. Additionally, NASSP piloted acomplementary livelihood component to support households to pursue sustainableincome generating activities. The pilot livelihood intervention was layeredwith a rigorous randomized impact evaluation with the aims of - 1) testingwhich packages deliver impact among - a basic cash transfer and savings groupformation training package versus a human capital top-up package; versus alivelihoods package top-up on household consumption and poverty and intimatepartner violence reduction, 2) comparing the cost-effectiveness of twoalternative delivery mechanisms for the livelihoods package, 3) evaluating theimpacts of alternative strategies to select the productive member for thelivelihoods package, and 4) estimating whether having a household-levelintervention to stimulate collaborative decision-making changes the identity ofthe selected household member and the effectiveness of the livelihoods package.
