The World Bank developed Teach and Coach global initiatives to help countries accelerate learning by improving in-service teacher professional development (TBD) programs and systems in response to the heightened worldwide learning crisis. The Teach classroom observation tool supports effective and actionable measurement of teaching practices at the ECE, primary, and secondary levels. In this way, Teach diagnoses challenges and provides a roadmap for improving teaching quality, focusing on holistic teaching and learning. Coach focuses on supporting teachers to improve pedagogical techniques relevant to everyday classroom practices.
The project's development objective is to support the Romanian Ministry of Education (MoE) in enhancing its capacity to address early school leaving and prevent dropouts by increasing learning quality at preschool and primary levels.The grant contributes by piloting Teach and Coach tools, delivering training, and completing a Randomized Controlled Trial (RCT) to create further evidence-based policy supporting MoE's capacity.
The Bank started piloting Teach in Romania with 120 observations for 60 teachers in two phases: December 2019- January 2020 through video recording and April-May 2021 through direct observation ("before and after" pandemic) and provided training. Consequently, Teach was tailored to the national context and post-pandemic recovery plan, becoming Teach-RO. The new Teach-RO is the foundation for the accredited course of four asynchronous and one synchronous module, available for practice and accreditation for preschool and primary levels. The training course is a mix of primary and ECE classroom observation to make teachers from both levels reflect on the practices happening at a prior or subsequent level and ease the children's transition to school. By June 2022, about 75 high-level practitioners and staff from Teachers' Houses and pedagogical schools benefited from the Teach RO training.
The World Bank education team in Romania has accessed a grant through the Foundational Learning Compact to support Romania in deepening its understanding of what is happening in the classroom and using this data to enhance professional support to teachers. The assignment aims to measure the impact of Teach and Coach World Bank tools in about pre-primary and primary 1, 000 classrooms in the next school year to provide information on improving the quality of teachers' practices based on a randomized control trial (RCT). The Consultants will be responsible for implementing the following activities: Research design, sampling, and randomization; participate in training with at least 30 enumerators for the Teach-RO classroom observation tool (4 asynchronous and 1 synchronous modules), and conducting the field research and data collection before and after interventions Data cleaning, processing, and analysis for baseline and end-line assessments Prepare the IE report comprising baseline and end-line results.
To ensure the comprehensiveness and reliability of the IE, the RCT will use a randomized sample of teachers/classrooms, divided into two treatment groups (about 300 teachers receiving only Teach- 200 primary teachers and 100 pre-primary teachers; and 300 receiving Teach and Coach interventions) and a control group without intervention (about 400 teachers/300 primary and 100 pre-primary teachers), to compare the efficacy of activities and their impact on teaching practices and teacher development.
