As part of the World Bank-financed Rural Livelihoods Productivity andResilience project, or Rice Plus Project, the Government of Madagascar aims to pilot a blockchain boostede-voucher system.Rice Plus aims to strengthen rural livelihoods byincreasing agricultural productivity and improving sustainable landscapemanagement in the Sofia and Alaotra Mangoro regions of Madagascar. To supportthese objectives, the project has five components: i) support communitydevelopment of watersheds through landscape approach, ii) upgrade the qualityand performance of irrigation infrastructure and services, iii) develop selectvalue chains and product diversification, iv) project management, monitoringand evaluation, and v) emergency response through the Contingency EmergencyResponse Component (CERC). The project is expected to reach a minimum of300, 000 direct beneficiaries composed of smallholders, and other value chainactors at the local, district, and regional levels.The pilot will leverage agricultural digitalization asa tool to achieve Rice Plus component 3 objectives, specifically sub-component3.1, where the project intends to provide farmers with means to increase theiragricultural productivity through vouchers.
