I.BackgroundEarlychildhood development (ECD) is vital for human capital formation and long-termeconomic outcomes. The Government of Bangladesh (GoB) has introduced the Motherand Child Benefit Program (MCBP) to enhance maternal health, nutrition, andchild development in poor households through cash transfers and social andbehavioral change communication (SBCC) sessions. The MCBP is delivering SBCC sessions on maternal health and ECD throughin-person courtyard sessions using government frontline workers in selectupazilas, with plans to scale up nationwide. Since mobility and time management can serve as barriers for women toattend in-person sessions, the proposed intervention aims to test acomplementary strategy to reach a broader pool of the target population throughdigital modalities.II.Summary and Scope of AssignmentTheWorld Bank is seeking to contract a firm with past experience in implementingmass communication campaigns using digital modalities. This intervention ispart of a randomized controlled trial (RCT). Itwill be a year-long intervention where key messages on ECD will be delivered toselected pregnant women and mothers through digital modalities such as IVR(Interactive Voice Response) and Teleconsultation. The messages will covertopics such as nutrition, parenting practices, child development, and maternaloutcomes. Each participant will also receive a pictorial handbook with ECDcontent and a visual checklist of the lesson modules to track completion. Theparticipants will also be quizzed at the end of each audio lesson to testparticipant knowledge, comprehension, and retention. It will also encourage activeengagement with the lessons. As an incentive, a few randomly selected participantsfrom the pool of all those who answered the quiz questions in a two week timeperiod will be eligible to receive a nominal cash prize.
