Tenders are invited for Improving Science, Technology, Engineering, and Mathematics for Secondary Education Project

Objective of Project Implementation Support Firm assignment

Through the ADB grant, the government intends to engage a Project Implementation Support Firm (PISF) to assist the executing agency (EA) - MOES, and the implementing agency (IA) - the project administration group (PAG) to provide key services and support in project implementation, monitoring, and reporting. The duration of the PISF assignment will span into the 6 years of the project implementation and is expected to commence from April
2024. The PISF will provide support to the executing agency and PAG in
(i) planning and coordination of project implementation;
(ii) project management and control, including administration;
(iii) procurement, including developing detailed TORs for key consulting services, advising on detailed specifications of scientific lab equipment, tools, materials and education technology system and equipment, and supporting the review of the detailed engineering design of STEM blocks to make sure the alignment with the teaching and learning needs;
(iv) troubleshooting of project implementation problems with a focus on soft components;
(v) progress reporting;
(vi) training of key staff of the executing and the implementing agencies on statistical data processing and visualization;
(vii) various capacity development activities, such as preparing an operations manual and standard operating procedure;
(viii) detailing the outputs of the project in terms of activities as related to each institution to be supported (including human resource development and training plans);
(ix) updating the STEM teaching and learning materials (TLMs), and coordinating with the project-s climate change consultants to make sure the climate change contents are included in the TLMs, as well as coordinating with the other development partners (mainly UNICEF and UNESCO) to make sure the climate change contents are included in the secondary education curricula;
(x) providing training for master trainers (on learning management system [LMS], school information system [SIS] and eLibrary)
(xi) detailing and implementing the planned surveys that will be used to provide monitoring and evaluation baselines and indicators of success;
(xii) assisting in coordination of the activities of the consulting services for development of the distance learning platform ( DLP), which comprises the learning management system (LMS), the eLibrary and the school information system (SIS);
(xiii) strengthening institutional capacities especially in development of teaching and learning materials, teacher development; and classroom-based assessment;
(xiv)coordinating the project-s other consultants to strengthen institutional capacities in STEM education and climate change awareness-raising, careers education and guidance with (CEG, including collaboration with industry) with gender promotion, and digitalization of
TLMs and training programs;
(xv) planning and implementation of procurement of equipment, key consulting and nonconsulting services (for example, e-learning platform development, learning management system development, school information system development, etc.);
(xvi)developing the eligibility criteria and operational manual of the stipends, scholarships and
research assistantships for girls and female STEM teacher (candidates), by coordinating the inputs from the project-s financial management consultants and the gender consultants; and
(xvii) enhancing the project implementation, management and M&E, with a focus on soft components, by coordinating with the other consulting firms and consultants, including on gender equality, climate change education, and learning results surveys, etc..
