BackgroundThe World Bank is implementing a technical assistanceproject under the Technical Assistance Financing Facility (TAFF) to enhancedisaster risk understanding, impact-based forecasting, and early warning inKosovo. The initiative aligns with national strategies and ensures complementarityto other programs.Objective of the AssignmentThis consultancy will support the building, integration, accessibility and usability of data for disaster risk prevention andpreparedness. This includes exposure and impact database development on selectcritical infrastructure assets; conducting gap analysis on data collection, digitization, and integration processes; and supporting capacity building toimproving use of data for information and early warning systems.Scope of WorkThe consultancy will involve, but is not limited to, thefollowing tasks:Data Collection & Database Development: Gather dataon select public critical infrastructure assets (e.g., fire stations, watersources, health emergency stations) to improve disaster risk assessments andplanning and create a database to integrate into information and decisionmaking systems.Gap Analysis & Methodology Development: Assessexisting data collection processes, institutional frameworks, and capacityconstraints, identifying opportunities for strengthening national multi-hazard datacollection, database integration and risk analytics and using data for decisionmaking.Technical Guidance & Guidebook Development: Produce atechnical guidance note on exposure/vulnerability database development and aguidebook on integrating risk analytics into national information and earlywarning systems for improved preparedness.Pilot Application and Testing: Conduct pilot applicationsof methodologies with institutional stakeholders to refine technical guidanceand ensure scalability and broader application.Capacity Building & Training Workshops: Develop and organizetraining-of-trainers (ToT) workshops for institutional stakeholders on databasemaintenance, ...
