The Tanzania Rural Electrification ExpansionProgram (TREEP) and TREEP Additional Finance (TREEP-AF), as well as theTanzania Accelerating Sustainable and Clean Energy Access Transformation inEastern and Southern Africa Program (ASCENT) Program Tanzania, a follow-onproject that recently achieved effectiveness, each support the Rural EnergyAgency (REA) of mainland Tanzania in expanding rural energy access.Specifically, the two programs support electrification through both grid andoff-grid approaches, including support to small private power producers (SPPs)and other distributed renewable energy sources such as solar home systems(SHS). The programs are formulated asProgram-for-Results (P4R) operations in which the World Bank disburses the loanfunds to the Government of Tanzania (GoT) as results are achieved, following aninitial advance. Disbursements of funds against results requires theverification of reported achievements referred to as Disbursement-LinkedIndicators (DLIs). REA will prepare monitoring reports on an annual basis andhave them verified through their Trust Agent (TRAG), currently the CooperativeRural Development Bank (CRDB) in partnership with INTERFINi.The verification protocol used bythe TRAG has been approved by REA-s Board and is conducted annually followingthe completion of the fiscal year on June 30th. Their verification methodologyincludes database verification and random site visits by the TRAG. Once thisreport is presented to REA and approved by REA-s Board, it is presented to theWorld Bank who will then engage their own independent verification agent (IVA)to carry out its own assessment of the REA-approved results report. Based uponthe conclusions and recommendations of the IVA regarding REA-s results reportfor the previous fiscal year, the World Bank will determine the value of thedisbursement to be made to the GoT based upon progress against thoseDLI-s.
