Description: The Ministry of Mines and Energy of the Royal Government of Cambodia (RGC) has requested a technical assistance from the World Bank for an Industrial Energy Efficiency Financing study.
The consulting services (“the Services”) to conduct a feasibility study on energy efficiency (EE) financing in key industrial sub-sectors with high EE potential in Cambodia. The firm will assess the local banking sector and identified financial intermediaries (FIs) based on the World Bank-s Operational Procedures (OP 10), evaluate the capacity of these FIs to implement and finance EE investments, and identify potential EE investment pipeline in the sectors as well as design a support scheme that addresses capacity gaps. A kickoff and final workshops are expected to be organized to gather feedback, data and validate the findings of the study. The Services has an implementation period of 4 months.
The World Bank now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
• At least 8 years of documented experience working in the design and operationalization of finance instruments and facilities to facilitate blended finance approaches in emerging economies
• Experience delivering significant projects associated with at least two major international development financial institutions in emerging economies especially on financial intermediary transactions
• Demonstrated experience working in the development of green finance related instruments and facilities in emerging economies, preferably including Cambodia
• Demonstrated experience with design of innovative finance arrangements associated with leasing, special purpose vehicles, or other legal frameworks facilitating non-recourse finance arrangements
• A team of multidisciplinary experts to carry out the work efficiently in a short timeframe is essential (below team compositions is considered minimum while bidders may propose additional experts of relevant backgrounds). This also includes personnel able to communicate with stakeholders speaking different languages (English, Khmer, Mandarin Chinese etc.) are necessary.
