Tenders are invited for Institutional and Organizational Diagnosis of the Wash/Pci Task-Force in Healthcare Settings in Mali
Consulting firms and teams of consultants are invited to make technical and financial offers relating to the terms of reference. The CVs of the proposed consultants will be considered as a firm commitment in relation to the person of the candidate.
The criteria and the rating system used for the technical evaluation of the offers are as follows:
Analysis and understanding of the ToR and the mandate: 10 points
Design and methodology of approach: 25 points
Relevance of the technical proposal and its conformity with the needs of IRC WASH Mali: 20 points
Organization, logistics and work plan: 10 points
Team composition and quality of key personnel: 20 points
Relevant experience on the mission: 15 points
The total points of the technical offer is 100 points.
The lowest financial offer (Fm) will receive a financial score (Nf) of one hundred (100) points, the following formula being used for the calculation of the other financial scores: Nf = 100 x Fm/F (F being the price of the financial offer).
Final ranking
Tenders will be ranked according to their combined technical (Nt) and financial (Nf) scores, with application of weightings (T = weight given to the technical proposal; F = weight given to the financial offer; T + F = 1), to arrive at an overall score (NG), i.e.: NG = (Nt x T %) + (Nf x F % )
The technical score will be weighted by 0.7 (T) and the financial score by 0.3 (F).
