Institutional Consultancy for Gender Equality, Disability and Social Inclusion (GEDSI)analysis andMenstrual Health and Hygiene (MHH) study, and capacity-building for WASH programmes in two Provinces of Lao PDRDescription of the assignment3.1 Refine a work plan and develop an Inception Report (12 days)• Conduct a desk review of GEDSI and MHH needs and barriers in WASH in Lao PDR• Consultwith UNICEF and relevant counterparts to finalize the scope of the GEDSI and MHH research• Develop the data collection tools, including surveys and questionnaires, following (as much as possible) existing global and regional tools• Develop an inception report with a detailed methodology andwork plan3.2 Primary data collection and analysis (45 days)• Collect field-level data (FGDs, KIIs, etc.) in the two target Provinces and at the central level (Vientiane) - minimum of 1 week per Province• Data collation and analysis (survey and qualitative data)• Develop the GEDSI and MHH analysis report and a presentation, which should include recommendations and entry points for solutions• Support validation through consultative process with stakeholders3.3 Development of GEDSI guidelines and tools through participatory processes (30 days)• Develop context-specific guidelines on GEDSI and non-discrimination in WASH interventions• Revise the Community Dialogue Toolkit for WASH• Develop other relevant resources to be agreed with UNICEF as needed• Support validation through consultative process with stakeholders3.4 Development of MHH guidelines and tools through participatory processes (20 days)• Develop context-specific guidelines on MHH• Revise the Hygiene Action Led by Pupils (HAPiS) manual based on the MHH guidelines• Develop age-appropriate materials for adolescent girls and boys for primary schools• Support validation through consultative process with education stakeholders3.5 Capacity-building: (15 days) * teachers and communities on MHH * communities and local authorities on GEDSI• Identification of capacity-building needs• Develop and deliver training modules, based on the needs assessment and the new guidelinesand tools• Develop a short report on the training modules delivered
