Expression of Interest are invited for Institutionalizing the Interim Engineering Council of Bhutan for Green and Resilient Development.

The Department of Engineering Service, the Ministry of Works and Human Settlement has established the Interim Engineering Council of Bhutan (ECOB).
The objective of this consultancy is to inform the Bank in order to engage with the Interim ECOB for the institutional transformations led by Ministry of Works and Human Settlement (MOWHS), specifically by (i) developing draft certification guidelines; (ii) assessing the technical capacity of Bhutan's construction industry; and (iii) developing a training curriculum on green and resilient infrastructure planning and development and delivering a training of trainers (ToT) program.

The consulting firm is expected to carry out the following tasks. The firm is expected to make a presentation on the findings to the RGOB after every important milestone.

Task 1 Development of Draft Certification Guidelines
1. Conduct a literature review on certification requirements of professional engineers, architects, and planners globally including the continuous professional development (CPD) programs and requirements. The review shall include best practices from the following countries, but not limited to, the US, Australia, New Zealand, Canada, the UK, EU (e.g., France, Germany, Sweden, the Netherlands), Singapore, Japan, the Philippines, and Gujarat, India;
2. Develop a draft certification guidelines based on the literature review including CPD requirements; and
3. Provide a presentation to the relevant stakeholders in Bhutan led by MoWHS on findings from the literature review and the draft certification guidelines.

Task 2 Technical Capacity Assessment of the Construction Industry towards Green and Resilient Infrastructure Development
1. Conduct a literature review on existing training materials, guidelines, and frameworks available in Bhutan and globally for green and resilient infrastructure planning, designs, and development, including such the international infrastructure resilience framework developed by the American and Japan Societies of Civil Engineers.
2. Assess the technical capacity of Bhutan's construction industry to plan, design, and develop green and resilient infrastructure, adapting the GFDRR's Building Regulatory Capacity Assessment methodology.
3. Provide a report summarizing the available resources and the Consultants approach to adapting them to Bhutan's context taking into account Bhutan's vulnerability profiles including climate change impacts and the industry's existing technical capacity.

Task 3 Development of a Training Curriculum and Delivery of a ToT program
4. Develop a training curriculum on green and resilient infrastructure planning, designs, and development based on international good practices. The curriculum should cover the assessment of the system performance and functionality (including interdependencies on other systems and cascading effects of disasters); system service provision and operability; service continuity; establishing community performance targets; defining infrastructure system performance targets; and climate change mitigation measures through buildings and infrastructure. The key infrastructure sectors of focus shall be agreed with the RGOB at the commencement of this consulting service.
5. Deliver a presentation (virtually or physically depending on COVID-19 situation) on the draft and final training curriculum to the relevant stakeholders in Bhutan led by MoWHS; and
6. Deliver a ToT program (virtually or physically depending on COVID-19 situation) to the RGOB officials including DES and interim ECOB.
