Description

The Navajo Area Indian Health Service, Chinle Comprehensive Health Care Facility located in Chinle, AZ intends to award a non-competitive, sole source purchase order to proposed Contractor, Henry Schein One. The proposed Contractor currently provides proprietary Electronic Dental Record (EDR) system called Dentrix Enterprise to CCHCF Dental Department. It is the only system approved by the Indian Health Service for EDR of patients. It is proprietary software and updates, patches, fixes that typically are needed only be performed by the manufacturer of the software. To maintain reliability of the system and prevent loss of access to patient information it is imperative that CCHCF acquire support and software updates from the propose vendor. The proposed contractor provides annual technical support and annual maintenance for MiPACS Dentrix Enterprise Electronic Dental Record (EDR) system for CCHCF-s Dental department. Changing vendors would create substantial duplication of cost and unacceptable delays negatively impacting patient care and safety.



Authority cited (FAR) 13.106-1(b)(1)(i), proposed Contractor is the only one responsible source and no other service will satisfy agency-s requirements at the level or quality required because the services are unique and highly specialized. Proposed Contractor currently provides Dentrix Enterprise which is proprietary and only the manufacturer can modify the software and has the expertise to provide supports. No other alternatives exist for support.



The Proposed Contractor is the only organization uniquely qualified to provide the required services to ensure there is no interruption in services that will negatively affect direct patient care. The Proposed Contractor-s equipment is currently on-site, fully installed, and is currently being used by Dental Department.
