This is a Notice of Intent to Sole Source

The USDA, Forest Service, intends to issue a firm fixed price, sole source purchase order to University of Illinois, UEI: Y8CWNJRCNN91 in accordance with FAR13.106-1 (b) (1) (i).

This notice is not a request for competitive quotations or proposals.

A single source award is being requested for University of Illinois because of the university group-s familiarity with the Assessing the use of environmental DNA as an early detection method for aquatic invasive species Assessing the use of environmental DNA as an early detection method for aquatic invasive species. The specific need is to identify a vendor who can provide both services (AccessArray amplification and NovaSeq sequencing). The University of Illinois Roy J. Carver Biotechnology Center has been identified as the only facility that can meet this need at this time very few laboratories offer Fluidigm Access Array amplification as a service.equipment and the exact expertise needed to analyze these complex samples, they routinely: (1) analyze multi-species screens of environmental samples; and (2) provide high level sample multiplexing with quality controlled reagents.To avoid repeating preliminary work (which would accrue additional costs and labor) to develop specialized protocol at a different facility.

A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any information submitted by respondents to this synopsis is strictly voluntary. The Government will not pay for any information that is submitted by respondents to this notice of proposed contract action.
