1. This tender notice follows the general procurement notice for the project published in the daily Togo Presse No 9994 of March 08, 2017.

2. The Government of the Togolese Republic, represented by the Ministry of the Digital Economy and Digital Transformation (MENTD), has received a
loan from the International Development Association to cover the cost of the WARCIP - Togo Project and intends allocate part of the proceeds of this
credit to payments relating to the contract for the International Bandwidth Acquisition Service.

3. The MENTD, through the Coordination of the WARCIP Project, and on behalf of La Société d'Infrastructures Numériques (SIN), invites eligible and qualified bidders to present their sealed tender for the delivery of the following service. : Acquisition of international bandwidth
for the Carrier Hotel and the IxP, in the form of an IRU for a period of two (2) or three (3) years, for a "Reference price" equal to 1, 83 million (1, 830, 000
) US dollars / CFA F equivalent including tax, including commissioning costs and excluding the "Maintenance cost", the amount of which accumulated over the entire duration
of the IRU may not exceed the value of 100, 000 US dollars / FCFA equivalent including tax. It is understood that the maintenance costs will be financed by the state
Togolese.

4. The Bidding will be conducted in accordance with the International Bidding Procedures specified in the Bank's publication “Guidelines: Procurement
Financed by IBRD Loans and IDA Credits as of January 2011. and is open to all bidders from countries that meet
the eligibility criteria as defined in the Bidding Documents.

6. To be admitted to the award of the contract, tenderers must meet the following minimum qualification criteria:
- Financial situation
The Candidate must provide written proof that he meets the following requirements:
• Have achieved an average of figures annual business including tax of the last three (3) years (2017, 2018, 2019) greater than or equal to two (2)
times the Reference Price;
• Have a minimum amount of liquidity and / or credit facilities net of other contractual commitments of five hundred million (500, 000, 000) CFA francs.
