1. This tender notice follows the general procurement notice for the project published in the daily Togo Presse No 9994 of March 08, 2017.

2. The Government of the Togolese Republic, represented by the Ministry of the Digital Economy and Digital Transformation (MENTD), has received a
loan from the International Development Association to cover the cost of the WARCIP - Togo Project and intends allocate part of the proceeds of this
credit to payments relating to the contract for the International Bandwidth Acquisition Service.

3. The MENTD, through the Coordination of the WARCIP Project, and on behalf of La Société d'Infrastructures Numériques (SIN), invites eligible and qualified bidders to present their sealed tender for the delivery of the following service. : Acquisition of international bandwidth
for the Carrier Hotel and the IxP, in the form of an IRU for a period of two (2) or three (3) years, for a "Reference price" equal to 1, 83 million (1, 830, 000
) US dollars / CFA F equivalent including tax, including commissioning costs and excluding the "Maintenance cost", the amount of which accumulated over the entire duration
of the IRU may not exceed the value of 100, 000 US dollars / FCFA equivalent including tax. It is understood that the maintenance costs will be financed by the state
Togolese.

4. The Bidding will be conducted in accordance with the International Bidding Procedures specified in the Bank's publication “Guidelines: Procurement
Financed by IBRD Loans and IDA Credits as of January 2011. and is open to all bidders from countries that meet
the eligibility criteria as defined in the Bidding Documents.

6. To be admitted to the award of the contract, tenderers must meet the following minimum qualification criteria:
- Financial situation
The Candidate must provide written proof that he meets the following requirements:
• Have achieved an average of figures annual business including tax of the last three (3) years (2017, 2018, 2019) greater than or equal to two (2)
times the Reference Price;
• Have a minimum amount of liquidity and / or credit facilities net of other contractual commitments of five hundred million (500, 000, 000) CFA francs.
- Technical capacity
The Candidate must prove, with supporting documentation, that he meets the following technical requirements:
• Have at least one access to the submarine cables serving West Africa with landing points available in the region;
• Have at least one access to terrestrial broadband transmission networks with routes available between the Carrier Hotel and the submarine cable landing points;
• Have already performed at least two contracts similar to the services covered by this call for tenders, over the past five (5) years, with a quantity of bandwidth at least equal to half of what can be provided with the Price reference ;
• Have at least one technical center (specify the technical centers
operated by the Bidder, technical centers operated by associated operators; for each of these locations, specify the nature of the services available) having at least the following characteristics:
- Be at least Tier 2
- Have a global AS Number
- Have a security operations center with a DDoS scrubbing center functional 24/7
- Have a capable dual-stack IPv4 / IPv6 network
- Have peering contracts with more international carriers
