The Government of Iraq (GOI) haslaunched the Iraq National Education Strategy 2022-2031 (INES) 2023, whichrecognizes education as a key driver of human capital development, imperativefor sustainable economic growth, shared welfare, and productivity. The WorldBank launched a “Technical Assistance (TA) to Education Development in Iraq”(TAEDI) to support the Government of Iraq on the development of key educationsector strategies, policies, and analytics. The TA supports the implementationof the INES and aims to support in building capacity across the GOI to promoteeducation and learning outcomes. Activities include building managementcapacity for effective INES implementation, monitoring and reporting on keyINES implementation activities, knowledge sharing, and providing guidance oneffective communication tools for education strategies. The World Bank seeks the servicesof a consulting firm to deliver training and capacity-development to improvethe INES Committee-s and line ministry-s capacity to lead and oversee theimplementation of the INES through: (i) conducting a needs assessment toidentify capacity gaps within the INES Committee, sub-committees and relevantstaff in line ministries responsible for implementation of the INES, (ii)developing and delivering a capacity-building plan for the INES committee basedon this needs assessment, with a focus on Design, Monitoring and Evaluationsuch as establishing a clear theory of change for education interventions, activities and associated indicators, data collection protocols, and monitoringand evaluation guidelines and protocols for the INES implementation, includingon sub-sectoral implementation plans; (iii) support on impactful report writingacross functions on achievements of individual activities, projects andindicators for technical and non-technical audiences; (iv) producing ahigh-level guidance note for the GOI on “how to develop” sub-sectoralimplementation plans; and (v) supporting in the development of an effectivei...
