The Government of Iraq (GOI) haslaunched the Iraq National Education Strategy 2022-2031 (INES) 2023, whichrecognizes education as a key driver of human capital development, imperativefor sustainable economic growth, shared welfare, and productivity. The WorldBank launched a “Technical Assistance (TA) to Education Development in Iraq”(TAEDI) to support the Government of Iraq on the development of key educationsector strategies, policies, and analytics. The TA supports the implementationof the INES and aims to support in building capacity across the GOI to promoteeducation and learning outcomes. Activities include building managementcapacity for effective INES implementation, monitoring and reporting on keyINES implementation activities, knowledge sharing, and providing guidance oneffective communication tools for education strategies.The World Bank seeks the services of a consulting firm tosupport the GoI with the development of their sub-sector strategy onfoundational learning. The firm will facilitate a participatory developmentprocess, which shall include capacity-building activities aimed at fostering adeep understanding of the importance of foundational learning, as well ashighlighting international best practices that support improved studentlearning outcomes and their applicability in the context of Iraq and generatestrategies for improving foundational learning in Iraq. The selected firm willundertake the following activities: (i) conduct workshops with MOE technicalteams to enhance the capacity of MOE officials to advocate for the significanceof foundational learning, in collaboration with World Bank experts; (ii)promote South to South exchanges between the GoI with similar countries in theregion or beyond on the topic of foundational learning; (iii) analyze thecurrent status of foundational learning in Iraq, including through a review ofthe inputs to foundational learning (teacher knowledge, schools, practices, management, textbooks, etc.) and outputs and ou...
