BBC Media Action is the independent international charity of the BBC which uses media and effective
communication to change people's lives for the better. BBC Media Action delivers a portfolio of SBCC
[Social and Behaviour Change Communication] oriented humanitarian and development projects in
Afghanistan.
2. THE PROJECT
BBC Media Action in Afghanistan is currently implementing a project on Explosive Ordinance Risk
Education. One of the key deliverables for this project is production and dissemination of EORE messages
via IVR channels. which will enable us to reach a wider target audience.
In line with the above, we are seeking to go through procurement processes to find the best-suited
company to deliver our EORE content and reach our target audience via IVR channels.
BBC Media Action is issuing this RFP to bring in a suitable technology service provider for 4 months
starting from April 2023. We are looking for a service provider that will lead in building, testing and
maintaining an IVR solution.
3. PROPOSED SERVICE DESCRIPTION
3.1Overview
The Service provider should deliver a IVR service via nationally integrated server infrastructure to a list of
pre-identified telephone numbers for the delivery of a 12-minute long EORE message/s per week for the
duration of four months.
The Service provider should deliver engagement reporting per individual user engaging content on the
hotline. They should also launch weekly updated radio dramas, content of which is to be supplied by BBC
Media Action, on an already existing mass reach IVR platform that is optimised to reach low literate and
low bandwidth audiences and provide detailed engagement reporting in conjunction with basic demographic
markers.
The service provider should also deliver the aforementioned content to 1, 250 individuals through “Push
Notification” option.
The following points should be considered when delivering the service:
1. Existing framework contract with Afghan MNO and nationally integrated server infrastructure
2. Experience with BBC Media Action or similar entities on similar projects including EORE preferred
3. Interactive voice response platform including the capability for basic descriptive engagement

reporting
4. Existing IVR platform with a significant number of monthly avid users
3.2 System Administrators Responsibilities and Specifications
BBC Media Action should be provided administrative access to the backend and reporting system for
whom the system should allow administrative permissions to download and edit this user database in an
agreed-on format. The admin should be able to add, delete, make user profiles active or inactive, and be
able to modify all user details via remote, online access. A log of admin and guest user activities on the
system should be generated and should include all actions performed and associated time for each action.
This log should be available and accessible locally and remotely.
