INTRODUCTION

THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A CONTRACT WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME).

The National Institute on Drug Abuse (NIDA), Office of Acquisitions intends to solicit by a request for quotation from the University of Pennsylvania for award on or around August 26, 2024. The purpose of this acquisition will be to provide the National Institute on Drug Abuse (NIDA) Intramural Research Program-s (IRP) Real-word Assessment, Prediction, and Treatment Unit (RAPT) requires additional expertise in several specific aspects of implementing a protocol to develop and test mobile-app-based systems for assessing, predicting, and responding to indicators of behavioral risk in people with addictions.
