The Government of Kenya (GoK), in partnership with stakeholders, seeks to promote the adoption of sustainable cooling as part of the productive use of electricity agenda to enhance livelihoods, boost local economies, and improve energy access to all Kenyans.In 2022, GoK, throughthe Ministry of Environment, Climate Change and Forestry, formulated theNational Cooling Action Plan, whose goal was to develop a pathway to theprovision of access to sustainable cooling for all Kenyans through (a)Accelerating market transition to high efficiency cooling appliances andequipment, (b) Transitioning the cooling sector to natural refrigerants withlow global warming potential, and (c) Increasing access to agricultural coldchain solutions. In light of GoK's sustainable cooling goals, there is a need to study the current policy, regulatory and institutional framework for cooling in Kenya, what the gaps are and what could be done to address them. Alongside, analysis is needed on the cooling marketplace, including assessment of cooling demand from individual consumers, data centers, industrial enterprises, agricultural businesses and public institutions (health and education), as well as evaluation of the supplier landscape, their business models and possible constraints to operating in Kenya. These analyses will form the basis for recommendations on how to scale up sustainable cooling in Kenya, including identification of possible World Bank financing support.
