Expression of Interest are invited for KRI SEZ Site Assessment and Market Demand Analysis

IFC is supporting the Board of Investment (BOI) in the Kurdistan Region of Iraq (KRI) develop and implement its industrial zones program. The IFC project will help the BOI design and adopt a climate smart and good international practice Special Economic Zones (SEZ) regulatory framework in the KRI and assist in mobilizing qualified private zone development and management companies to help build and manage the zones infrastructure, facilitated by the new regulatory regime.

The objectives of this consulting assignment are (i) to assist the KRI in selecting 1-2 pilot sites for targeted support and (ii) to conduct a detailed market demand assessment for selected sites to understand the both existing and future demand for industrial land, the volume and nature of investments that could be expected over the next 5-10 years as well as inform the legal instrument the BOI needs to develop to successfully promote these industrial zone developments. The demand will be projected according to the conservative case, base case and aggressive case scenarios. The results of this analysis will feed into the financial analysis of the new SEZ in terms of financial viability and various PPP options. The assignment will be split in two phases: phase I - industrial zone/SEZ site assessment and short list recommendation; phase II - market demand assessment for the 2 most promising sites. Phase II will be launched after successful completion of phase I.
