Description

NASA/Marshall Space Flight Center(MSFC) has a requirement for a renewal of an Enterprise Agreement that focuses on LabVIEW Software Licenses, specific training and support services for the MSFC engineering community. The software provides the capability for designing and developing software programs that interact with data acquisition and control hardware, and provide a user interface for manual and automated control of laboratory experiments including the collection, recording and analysis of data from the experiments.

NASA/MSFC intends to issue a sole source contract to acquire the software and supporting services from National Instruments Corporation under the authority of FAR 13.501(b)(1)(i). The LabVIEW code is proprietary and a source of the salient characteristics is not available to the Government.

The Government intends to acquire a commercial item using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Josh Stiles (Primary POC) at Joshua.B.Stiles@nasa.gov or Wade Amis (Alternate POC) at Wade.S.Amis@nasa.gov not later than 11:00 A.M. C.S.T. on June 27, 2024. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
