Objective:The higher-level objective of this assignment is to assess what is needed to strengthen the commercial development and scaling of Egyptian clean technology solutions providers; enabling them to scale and compete in both domestic and international markets. More specifically; the scope involves developing a stronger understanding of the overall clean-tech entrepreneurship and innovation space in the country; including: the nature and growth potential of the types of firms providing clean-tech solutions; the overall enabling environment to support such firms (including financial and non-financial services and relevant policies and regulations); as well as the markets and value chains in which these firms operate.[1] The assessment will inform the design of a World Bank project that aims to support the growth and development of the clean technology firms in Egypt; and the growth of small and medium enterprises (SMEs) at large.Methodology:The methodology will involve gathering and analyzing both quantitative and qualitative information (through surveys; interviews and focus groups as well as secondary research) on clean-tech solution providers in Egypt. This analysis - as outlined above - will include an understanding of the types of firms providing clean-tech solutions (and the extent of their commercial development); the sub-sectors and markets they-re operating in; and the constraints they face (e.g. access to finance; markets; regulations). The research should involve quantitative and qualitative interviews with at-least 50 clean-tech solutions providers - represented the relevant segments of Egyptian clean-tech firms. Firm level analysis will be complemented by an analysis of available financial and non-financial support to Egyptian clean-tech firms through interviews of financial services providers[1] (providing debt and/or equity financing for SMEs) as well as entrepreneurship/SME support organizations and service providers. Finally; a high-level overview of relevant government policies and regulations that support or hinder clean-tech entrepreneurship will be conducted under the assessment.
