Qualification Criteria

· 1. International expertise in IFRS standards, preparation of guidelines and monitoring arrangements with a solid track record of IFRS compliance or adoption capacity building is required;

· 2. Proven track record or experience in implementing IFRS or supporting IFRS implementation in a low or middle income country is required;

· 3. Proven expertise in supporting or implementing IFRS adoption roadmap activities involving the Central Bank, Securities and Exchange Commission, Insurance Commission and Ministry of Finance and developing a sustainable Training of trainers program for regulators and preparers in the East or South Asia is desirable;

· 4. Local expertise in Financial Management and Accounting practices in Lao PDR with knowledge of Lao and presence on the ground in Vientiane;

· 5. Local experience in Capacity Building, training, project management and coordination;

· 6. It is particularly important that the Consultant has access to local staff and resources in Lao PDR, that can help initiate and maintain the dialogue with MoF and counterparts, to follow up with respect to information, data, meetings, etc. and to build capacity within.
