Assignment Title: 1273520 - Lao PDR: Pre-feasibility study on solid and plastic waste management system and infrastructures

ASSIGNMENT DESCRIPTION
The pre-feasibility studies to be carried out under this scope of work shall include:
i) Identification and suitability analysis of cost-effective SWM investments along the SWM chain (collection; treatment; recycling; disposal) in selected municipalities
ii) assessment of waste generation, composition, treatment, disposal and recycling needs
iii) pre-feasibility assessment for new landfill and/or closing/rehabilitation/improvements for existing landfill including site analysis
iv)assessment of potential of simple and low costs waste treatment/recycling facilities
v)conceptual facility/landfill design options of identified investments for selected municipalities
vi)costs assessments, financial analysis including tariffs and institutional/operational options
vii)preliminary environmental and social assessments

The World Bank Group now invites eligible firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals). Please note that the total size of all attachments should be less than 5MB. Consultants may associate to enhance their qualifications.

NOTES
Following this invitation for Expression of Interest, a shortlist of qualified firms will be formally invited to submit proposals. Shortlisting and selection will be subject to the availability of funding.
Only those firms which have been shortlisted will receive notification. No debrief will be provided to firms which have not been shortlisted.
Qualification Criteria
· 1. Provide information showing that they are qualified in the field of the assignment. incl. solid waste system planning and development; assessments of SWM investment options collection, treatment, disposal; landfill site suitability assessments; design of SWM infrastructure; environmental and social impacts; financial and cost and revenue modelling; institutional and operational development of SWM. *
· 2. Provide information on the technical and managerial capabilities of the firm. *
· 3. Provide information on the firm experience in preferably in Lao PDR or in the ASEAN region *
· 4. Provide information on their core business and years in in waste management consulting business. *
· 5. Provide information on the qualifications of key staff. *
