Expression of Interest are invited for Lead Technical Consultant for Road Project in Colombia
Description: The International Finance Corporation (“IFC”), a member of the World Bank, has been approached by the Government of Cundinamarca (“GoC”) through the Instituto de Infraestructura y Concesiones de Cundinamarca (“ICCU”) and the Fondo de Desarrollo de proyectos de Cundinamarca (“FONDECUN”) (jointly the “Client”), to act as transaction lead advisors to improve the level of service on Chía - Girardot Corridor by structuring and implementing one brownfield road project under a Public-Private Partnership (“PPP”) arrangement (the “Project”). Given the above, IFC will draw upon the services of a technical consulting firm (the Lead Technical Consultant or the Consultant or the Contractor) with extensive local and global experience in roads PPPs.
The objective of this Project is to support the Client in fostering greater competitiveness in
Cundinamarca. This entails the upgrade of the regional corridor from a first-generation road
concession model to a fifth-generation one, the improvement of the public-private partnership
(PPP) contract by leveraging the 4G and 5G road concession program as a model, integrating E&S
and climate considerations into the PPP contract, and ultimately structuring one PPP for the Chia Girardot brownfield corridor that will be granted to a private sponsor to be identified through a
competitive tender process.
The 306 km Project comprises two distinct road categories: (i) an arterial road spanning 158 km
and, (ii) collector roads covering 148 km, serving as linkages to smaller communities along the
arterial road. The concessionaire will be accountable for the enhancement, expansion, operation,
and maintenance of the infrastructure. The interventions on the collector roads (also referred to
as tertiary roads) will be limited to maintenance measures aimed at ensuring their passability
