Bid Synopsis: The purpose of this Request for Bid (RFB) document is to provide interested parties with information to enable them to prepare and submit a bid for Licensing Liaisons in order to support 160+ Wisconsin licensed child welfare agencies statewide. In addition to supporting the work of the child welfare licensing specialists, Licensing Liaisons may be assigned full monitoring duties of licensed facilities and will have data entry and other clerical duties. Licensing Liaisons will be assigned to one of the Department of Children and Families (DCF) locations within the state; see Attachment E for DCF-s locations. DCF is statutorily required to license and supervise child welfare agencies (to include Private Child Placing Agencies and Residential Care Centers for Children and Youth), Group Homes, and Shelter Care facilities. DCF is also required to prescribe application forms to be used by all applicants, to promulgate rules establishing minimum requirements for the above license types, ensure compliance with those rules and state statute, and to address areas of non-compliance in order to ensure the health, safety and welfare of children residing in licensed facilities. Administrative rules dictate the submission of serious incident reports by licensed agencies to DCF.
