Request for Proposals for Lottery Internal Control System Conversion Consulting Services.
The Successful Bidder shall provide to the Commission consulting and project management services to
assistthe Commission and ITS with the transition from the ITS-operated Mainframe ICS to a third-party
New ICS managed by the Commission. Consulting and project management services shall include:
A. ICS Testing. The Successful Bidder shall provide ICS testing support to ensure the New
ICS operates properly, as expected by the Commission.
a. New ICS Testing Plan. The Successful Bidder shall develop a comprehensive New
ICS testing plan that shall be included in the conversion timeline. Prior to
implementation and in collaboration with Commission staff, the Successful Bidder
shall provide guidance for New ICS testing at Commission headquarters in
Schenectady, New York.
b. Performance Testing. The Successful Bidder shall conduct New ICS performance
testing at Commission headquarters in Schenectady, New York. The conversion
timeline must include adequate time for New ICS performance testing and any needed
modifications prior to implementation.
B. Project Management. As a Specified Option, the Successful Bidder shall provide project
management services in collaboration with the Commission, ITS, the New ICS vendor, and
the Lottery Computer Gaming System vendor (“Stakeholders”).
The Successful Bidder shall provide one project manager who shall be dedicated to the
conversion project and shall serve as the lead project manager working directly with
Commission-designated staff. The project manager must have at least three (3) years of project
management experience and have knowledge of system conversion procedures. Knowledge of
lottery systems is preferred. The designated project manager shall be subject to the approval of the
Commission. The project manager shall be responsible for:
a. Planning. The Successful Bidder shall collaborate with Stakeholders to create a
Stakeholder Mainframe ICS/New ICS Conversion Plan (“Conversion Plan”) and
ensure allCommission-approved milestones and deadlines are met. The Successful
Bidder shall work with all Stakeholders to ensure conversion and mainframe
transition are considered and included in the Conversion Plan. The Commission
must approve in writing the final Conversion Plan and any proposed changes to the
Conversion Plan. The Successful Bidder shall provide ongoing oversight and
management of the Conversion Plan including risk management and proposed
resolution if needed.
b. Meeting Cadence and Meeting Documentation. In collaboration with the
Commission, the Successful Bidder shall develop and adhere to a meeting cadence
that ensures Stakeholders are involved and informed throughout the conversion
process. The Successful Bidder shall provide to Stakeholders or a subset of
Stakeholders as required by the Commission meeting notes, project plans, timelines,
and necessary documentationto meet conversion goals and objectives.
The Successful Bidder shall provide additional staff as needed to provide the
required project management services.
C. ICS Guidance and Tools. As a Specified Option, the Commission may require hourly consulting
services to provide guidance and tools to the Commission as it relates to Mainframe ICS and
New ICS conversion. The Successful Bidder shall provide such consulting services subject
to a work plan approved by the Commission. Consulting services that may be required
pursuant to this Specified Option may include:
a. Roles and Responsibilities. The Successful Bidder shall assist the Commission in
the development of Stakeholder roles and responsibilities for ICS conversion and
New ICS management and oversight. The Successful Bidder shall lead the
development of one (1) responsibility assignment matrix (“RACI matrix”) for
management and oversight of the NEW ICS post implementation. The postimplementation RACI matrix shall consider separation of duties and include, but not
be limited to, daily operations, relevant Multi-State Lottery Association (“MUSL”)
Rule 2 ICS requirements, security requirements and general New ICS oversight.
b. Business Rules. The Successful Bidder shall assist the Commission with
development of business rules, requirements, and impact on remaining mainframe
functionality, including, but not limited to, the Lottery prize payment system. The
Successful Bidder shall documentall Commission-approved ICS business rules,
workflows and systems mapping in astructure and format that is comprehensible to
non-technical readers.
c. Best Practices. The Successful Bidder shall provide the Commission with ICS best
practices guidance for business rules, requirements, information security,
segregation of duties, change management, balancing, winner verification, lockdown
alternatives and adherence to MUSL Rule 2. The Successful Bidder shall assist the
Commission with the development of ICS procedures, checklists and standards and
shall document all Commission-approved ICS procedures, checklists and standards
in a format approved by the Commission.
d. Communications Network. The Successful Bidder shall provide guidance related to
the ICScommunications network to ensure the New ICS and Lottery Computer
Gaming Systems communications network and infrastructure optimize transaction
speed while preventing security risks.
e. Templates and Scripts. In collaboration with Stakeholders, the Successful Bidder
shall develop a standard ICS requirements template and standardized test scripts.
