Possibility of contract extension
In general, ADB consulting contracts may be extended to a reasonable degree when doing so is justified within ADB's core procurement principles. Any extensions are subject to operational needs, consultant performance, and continued availability of funds.
Objective and Purpose of the Assignment
The Ministry of Climate Change Environment and Energy (MCCEE), with funding support from the Asian
Development Bank (ADB), will be implementing a project on climate resilience. The overall objective
of the “Enhancing Climate Resilience and Food Security Project” (hereinafter “the Project”) is to
strengthen the climate resilience of inhabited islands and agri-food systems. Key features of the
Project include enhancing the weather monitoring capacity to support informed climate decisions and
safeguarding urban infrastructure, agricultural productivity and food security. The Project
interventions are both physical (engineering measures and nature-based solutions) and institutional
(broader climate change adaptation measures to address gaps in the institutional and regulatory
environment and build capacity within government and local communities).
Specific objectives for the Marine and Coastal Modeling and Detailed Design Study include:
• Collection of offshore and in-shore (forereef and reef flat) wave and current data to calibrate
numerical models. This data should capture both monsoon seasons.
• Downscaling of waves to local conditions as boundary conditions for numerical models. A metamodel
approach or fully dynamic downscaling method could be used as long as the method can be validated
using in situ data.
• Data collection for high resolution bathymetry. Feasibility study data at 100m intervals needs to
be supplemented with a resolution of at least 5m for high resolution numerical modelling. The
feasibility of incorporating drone-based bathymetry for key areas to enhance data resolution must
be investigated
• Data collection: Conduct a comprehensive initial drone survey to establish the baseline
topography/bathymetry for the model. Implement quarterly monitoring, aligned with the monsoon
seasons. Maintain flexibility to conduct additional surveys if significant events occur that could
impact sediment dynamics
