Expression of Interest are invited for Market Sounding Solar PV Scale-up in Conflict and Post-Conflict Countries in West and Central Africa.

In the context of the World Bank-s (WB) strategy of Maximizing Finance for Development (MFD), donors work on better targeting their financial and technical support for their Client countries to leverage private sector investment, commercial financing, and expertise. The WB is exploring different ways to scale up or help de-risk risk solar PV projects in the most fragile countries where the geopolitical and security situation plays an important role. As part of this exercise, the WB is looking to better understand:

· - The market perception and interest of solar PV suppliers, developers, and investors to engage in projects in the most fragile countries;

· - Understand any perceived barriers for the implementation of grid connected PV projects and proposed solutions to effectively address these;​

· - The requirements of different actors (developers, investors, and lenders) to de-risk solar PV projects in fragile country contexts and the most suitable instruments and approaches to do so;​

· - Assess the WBG-s sector strategies and use of financing instruments and approaches to support solar PV deployment at scale against the backdrop of fragile country contexts and needs.·


The purpose of the exercise is to conduct an analysis for the World Bank in order to allow it to better assist its client governments and critical sector stakeholders, to identify the main barriers to solar PV deployment in Chad, CAR, Liberia, and Sierra Leone, as well the most suitable high-level solutions and approaches to overcome these barriers. The market sounding will help inform the WB-s policy dialogue with the client governments and the WB-s ongoing engagement with these countries as they aim to scale up solar PV generation and fostering private sector participation.

The objective of the assignment is to inform the WB-s policy dialogue and ongoing projects with the client governments of the 4 countries (and other FCS countries facing the same challenges) that aim to scale up and foster private sector participation in solar PV generation. The assignment shall include (i) analysis of the regulatory environment, and investment climate facing the deployment of solar PV projects in the 4 countries, identification of key barriers and opportunities, and propose the most suitable solution(s) to overcome these barriers, and (ii) market sounding to assess market interest, gather feedback, and shape the projects- design and implementation approach.
